expansion ideas

My wife and I have run a pizza delco for 13 years. We bought the building and now are able to expand to about a 48 seating capacity dining room. We are in a relitively poor area. The dining room will be very low key. Rustic or distressed if you will. We keep teadering between limited service or full service. My thought is limited service would keep the cost down for the customer(no tip). But I feel it might be an invitation for kids to just loiter around and spend little money. Maybe full service is the way to go. You get a tip credit for their salaries and you would have to pay some type of attendant in a limited service dining room this size anyway. Any input would be appreciated. Thanks
