Solicitation from what I am guessing you are asking would be a legal term. It would vary from jurisdiciton to jurisdiction. Call the magistrate/recorders/municipal court in your town and ask for an answer and an ordinance reference . . . annonymously. Then get a copy of that ordinance either in hard copy or online if it is available.
